# 0009: AGPLv3 core, ee/ reserved

## Context

The project should be free to self-host with everything a team needs, and
nobody should be able to resell the hosting of it without giving back.

## Decision

Everything in this repository is AGPLv3, except `ee/`, which is reserved for
code under a separate commercial license and is empty. What is free is decided
by [0006](/decisions/0006-grants-and-free-sso): security and access are never
behind the line. Candidates for `ee/` are organization-scale governance (SAML,
SCIM, custom roles, legal hold) and hosting scale, never basic security.

## Consequences

* A network service built on a modified artbucket has to offer its source.
* Contributions to the core stay AGPLv3.
* `ee/` stays empty until something belongs there; its README says what may.
