Email whoever answers for a place in Insights’ stale list (a host, or an agent’s key name) where the current versions are, at /c/ links that keep following them. It reaches the people this server knows answer for it (a site of this project’s admins, the person who connected the agent) and emails. Each version and place is told once: a second time is a 409. A 422 says why when nobody could be emailed.
